Other times, the songwriters are aware of their respective PROs, but still face challenges in the nuances of their operations. These "consent decrees" are being reviewed as we speak. It's important to first research what PRO you want to be a part of, as BMI and ASCAP are currently held down by government regulations which restricts them from negotiating fairly with the music user. There are quite a few of them, and a couple new ones are even forming as we speak, but for the most part the dominant PROs are BMI and ASCAP. These payments come from public performance licenses (PPL) purchased by the music user. In these instances whenever your composition is "publicly performed," an incremental royalty payment is owed to the songwriters. These royalties come from radio, non interactive streaming, interactive streaming, television broadcasting, webcasting and even sometimes foreign theatrical releases.
